Boyce's take on the budget

ACCOUNTANTS can be forgiven for being a little nervous before Tuesday night's budget was delivered, the first for the newly elected Rudd Government.

The director of Boyce Chartered Accountants in Cooma, Kathy Kelly, admitted she was concerned about how the new government would go about making its mark.

" I was very nervous about how farmers and small business people would be considered," she said.

Ms Kelly now believes that concern was unwarranted and says she was pleasantly surprised by Treasurer Wayne Swan's first budget delivery.

"I think it looks like quiet a responsible budget on the whole," she said.

When it comes to tax, the main change according to accountants is the crackdown on Fringe Benefits, previously used by employers and employees to buy laptops for personal use rather than work.

"They have closed a few of these loopholes concerning Fringe Benefits," Ms Kelly said.

Perhaps a more controversial feature of the 2008 Budget is the introduction of means testing for the Family Tax Benefit, Baby Bonus and Childcare Rebate.

Ms Kelly said now that the budget has been delivered the next item on the agenda for the government where tax is concerned would be tax reform.

"I hope that the tax reform does deliver a simpler and fairer tax system and that the CGT for small businesses is retained as well as existing superannuation laws," Ms Kelly said.

"Sometimes it's a case of better the devil you know than the one you don't."

Tax reform is expected to be delivered by treasurer Swan within 12 months.
